How do you edit your vid picture to 20,000bytes?

I'm trying to upload my first video ever (w00t!) but it says my vid pic's 32,000(something)bytes and it should be at least 20,000bytes. How do I fix this?

are you saving it as a JPEG file? that makes it smaller

If I save it as a JPEG in photoshop it's too high quality even when I redo it in paint. I save it as a GIF in photoshop then open it up in paint and save it as a jpeg.

I don't have photoshop but I do have paint and Gimp2. Should I use those?

Yeah try saving it as a gif then convert it to a jpeg that should lower the file size.
