I'd have a hard time saying really which is "better" per se, also. Doctor Who came first, Torchwood is the spin-off, yes. They share a continuity to some degree but I don't think you have to have watched DW to understand Torchwood by any means. Here's the order they fall in, in case you're wondering!
Doctor Who series 1
Doctor Who series 2
Torchwood series 1 (can be viewed after DW series 1 or 2, just so long as its before the final 3 eps of DW series 3! )
Doctor Who series 3
Torchwood series 2
Doctor Who series 4
Jack Harkness is the lead character on Torchwood and he's introduced in DW's first series. It's mainly his continuity that kinda controls what order to watch them in, though it shouldn't be too big of a HUH? if you don't see them in precisely the right order or anything. If you watched DW s 1 - 4 first then watched Torchwood, you'd end up getting spoiled for some of Torchwood then but not so much vice-versa, I'd wager.
DW is also still billed as a family friendly show (don't know if they still call it a kid's show or not... Is that what you'd say it's still considered, Charlie? ) and Torchwood is definitely aimed at adults, with more "grown-up" themes and scenes.

Yeah over here we have like a cartoonish version of Doctor who also for the little kids, but the show is PG(Parental Guidance) and for families where torchwood is like you said for your older audience.

Yay!! Nikki is watching DW!! *happy dance* Be careful though, you could might easily fall for one of the Doctors like we all did... or both... like me
I definitely have to start watching Torchwood after those amazing last episodes of DW. The characters seem to be great, I already love Gwen and Ianto, especially Gwen. I loved her wild warrior princess roars when she was shooting at the Dalek! What a kick a**-woman!! _________________

Yeah, I think at times in S2 Torchwood got silly, but I stilled loved it

*holds up hand* I am SUCH a Tengirl now, too, it's scary! I'll always, always, ALWAYS love Nine to itty-bitty bits but ever since s4 I've just adored Ten! And I've always loved David Tennant, even when Ten wasn't so high up on my fangirl list, lol! He's such an awesome fanboy!
