Hi my name is Nina and I am new, I hope somebody can help me out.

at like .20 to .24 the video is flashing can somebody tell me how to do that? I would really appreciate it.

Hi there, Nina! Welcome!

That looks like an Additive Dissolve transition. Here's a tutorial on how to apply a transition to a clip without changing to a different clip, which is how I would guess they did that effect. Hope that helps!
