I've been looking for a tutorial on how to do this but so far I haven't found one. I also tried to figure out on my own but again can't

It's that whole moving/flashing clip use. I love that effect and have been wanting to use it for some videos of mine but never could figure it out so I never got to. So, if anyone knows, I would greatly appreciate it if you could tell me.
