ill try my best to go thrugh it- im rubbish at explaing things!
go to the brush tool and select the first brush which should be 1px at 100% hardness. Go to Window>Brushes then select the "brush tip shape tab" and slide alongthe "spacing" slider until you get it to look like a line of dots. it's up to you how much space you leave between them.
make sure you select the colour you want the dots to be and have the brush set to nromal and what opac. you want.
then go to the pen tool. make sure that you have "paths" selected from the top menu bar for the tool. and then just click around wherever you want with that pen tool, but dont finish the path off, instead of finishing it, right click when you have covered the area required and choose "stoke path" from the menu that appears. it should default to say "brush" and then hit okay!
i hope that makes sense!

Amazing new banners. The text in the Jack one fits his conflict on the Island perfectly. And I love where you placed the words "tick tick" in the Kate banner, haha. Ingenious as always
