I do not believe that Vegas supports that type of file extension but I'll check just in case...
Hmmm, no, that compression is not supported. MKVs are a little different because they can contain subtitles and/or audio dubbing. There does however appear to be a plugin for Vegas that will let you import them but I can't seem to find where to download it at. If I do find it, I'll post the link here in this thread.
You're only choice would be to convert the file to something like .wmv or .avi.
