There may be an easier way to do it, but this is how I've done it (although I ended up using an ~A created with text instead of a pic ).
Use a program like Paintshop or Photoshop to create the pic you want to use as your watermark. If you're using any blue in your pic, then make your background green. Otherwise, use blue.
Import the pic into Vegas and put it on the top timeline, stretching it to fill the length of your vid. Apply the Chroma keyer effect, blue screen or green. Be sure to use the little eye dropper thing (click it, then click the blue/green on your pic) so that it doesn't leave a dark film across your vid. Then use the pan/crop tool to resize the watermark, if necessary, and to place it where you want it, usually the lower right-hand corner.
